Exclusive: U.S. Justice Department probing Chinese accounting (Reuters)

WASHINGTON (Reuters) ? The U.S. Justice Department is investigating accounting irregularities at Chinese companies listed on U.S. stock exchanges, said an official with the Securities and Exchange Commission, suggesting criminal charges may be brought in addition to civil proceedings.

"There are parts of the Justice Department that are actively engaged in this area," Robert Khuzami, director of enforcement at the SEC, said in an interview on Tuesday.

He told Reuters that a number of federal prosecutors around the United States were taking part in the investigation, but he declined to name them.

Involvement of U.S. attorneys general in various locations adds investigative firepower to the SEC and the Federal Bureau of Investigation, which are also probing the accounting methods of certain U.S.-listed Chinese companies.

"I think that you will see greater (Department of Justice) involvement as time goes on," Khuzami said when asked if criminal charges would be filed in the investigation.

A former federal prosecutor, he declined to elaborate on which Chinese companies or auditors were being scrutinized by the Justice Department.

An SEC review of accounting problems at foreign-based stock issuers sharpened its focus earlier this year when dozens of China-based companies began disclosing auditor resignations or book-keeping irregularities.

For example, Deloitte Touche Tohmatsu CPA Ltd in May resigned as auditor of Chinese software company Longtop Financial Technologies Ltd, saying it had found falsified financial records and bank balance confirmations.

Shares of some Chinese companies listed in the United States fell on Thursday after Khuzami's statements became public. Among them, Sohu.com Inc closed 4.7 percent lower at $50.62, Baidu Inc fell 9.2 percent to $110.29, China Sky One Medical Inc declined 3.8 percent to $2.29, and Sina Corp ended down 9.7 percent at $73.23.

The SEC has struggled to gain access to documents it needs in the investigation because strict Chinese laws have made auditors reluctant to turn them over.

The FBI has an embedded agent in an SEC working group on Chinese companies that enter the stock market through so-called reverse mergers with U.S. shell companies.

Officials from the SEC and the Public Company Accounting Oversight Board (PCAOB) are due to meet with their Chinese counterparts in Washington, D.C. in October for a second round of talks on joint inspections of auditing firms in China.

"Not having proper accounting and reliable audit review for publicly traded companies with operations in China is just not acceptable. We have to find a path to resolution of this issue," Khuzami said. "It is ... a big issue for us."

Earlier in September, the SEC sought a federal court order to force the Shanghai arm of Deloitte to turn over its work papers regarding Longtop Financial.

The results of the Deloitte subpoena enforcement action will be closely watched by other auditing companies, Khuzami said. The federal government is also pursuing other options to ensure better accounting practices at U.S.-listed companies based in China, he said.

"Obviously, the results here will inform the conduct of others that are similarly situated. In that sense, it's going to be instructive," Khuzami said. "At the same time, we're not a one-trick pony; There are other efforts to reach resolution of these issues. We continue to work closely with our regulatory counterparts in China and in other countries to find a path to resolution."

In a recent interview with Reuters, Assistant Attorney General Lanny Breuer, head of the Justice Department's criminal division, underscored the government's commitment to fighting accounting fraud of any kind. He declined, however, to comment on specific cases that could be brought against Chinese firms listed in the United States.

The Justice Department declined comment for this story, saying it does not confirm or deny investigations.

In any criminal case, the question would be whether the company lied to the auditor, or whether the auditor acted recklessly or knowingly in not detecting the alleged fraud.

Merely not providing records under these circumstances -- as in the Deloitte case -- would not likely rise to the level of criminal violation, Khuzami said.

The PCAOB, the agency that oversees auditors of public companies, has inspection authority over auditing firms, while the SEC has enforcement authority over those companies.

Together, the two agencies have greater leverage over auditing firms than do criminal authorities, Khuzami said.

China: Taiwan arms sale will disrupt US exchanges (AP)

BEIJING ? China's military exchanges with the U.S. will suffer after Washington announced a $5.85 billion arms package for Taiwan, the Defense Ministry said Wednesday, confirming expectations that Beijing would retaliate over the sale.

High-level exchanges, joint drills, and other large-scale activities will be affected "in light of the serious damage" resulting from the sale, ministry spokesman Geng Yansheng said at a news conference open to Chinese reporters only.

That follows a monthslong suspension of military contacts last year after the announcement of another arms deal for Taiwan. China views such exchanges as a political bargaining chip, frustrating U.S. officials who say they are important in building confidence and avoiding confrontations as China's military modernizes.

It wasn't clear whether additional retaliation would be taken.

Chinese Vice President and future leader Xi Jinping is expected to make an important visit to Washington in coming months but no specific dates have been announced. There have also been calls in the media and the military for commercial reprisals against companies involved in the arms package, but China's own fledgling commercial aerospace and other high-tech industries rely heavily on American technical expertise.

Separately, Chinese Foreign Ministry spokesman Hong Lei said U.S. military ties with Taiwan risked "undermining overall interests of bilateral relations as well as peace and stability across the Taiwan Strait."

"We hope the U.S. government responds to China's requests ... (to) stop selling arms to Taiwan, and cease military links with Taiwan," Hong said at a daily news briefing.

China regards self-governing Taiwan, which is 100 miles (160 kilometers) off the coast of the mainland, as part of its territory. The U.S. is obligated under legislation passed by Congress in 1979 to provide the island with weapons for its self-defense.

The U.S. sparked Chinese anger by agreeing to upgrade Taiwan's fleet of 145 F-16s that the U.S. sold it in the 1990s, although it deferred a request to sell the island a more advanced version of the plane.

U.S. officials said Chinese diplomats had earlier told them China would respond by canceling or postponing some U.S.-China military exchanges.

U.S. officials declined to say Wednesday what specific programs China had canceled, saying only that Beijing had filed a protest. The Pentagon referred questions to China on any details and played down the latest flap.

"We recognize that the relationship will continue to encounter ups-and-downs, but overall we have seen an incremental improvement" in military-to-military relations between Beijing and Washington, Navy Cmdr. Leslie Hull-Ryde, a Pentagon spokeswoman, said Wednesday.

She noted China's agreement early this year that better communications were needed to reduce misunderstandings and to foster greater understanding.

"With an increasingly complex global and regional security environment, it is not just important to the U.S. and to China, it is also important to, and in the interest of, the entire region that the progress and momentum in the military-to-military relationship established over the last year is not interrupted or curtailed," she said.

On Tuesday, the chief of U.S. forces in the Pacific, Adm. Robert Willard, said that Beijing was very likely to retain the highest-level exchanges of visits because of their importance to China, allowing the two sides to continue strategic discussions.

The Obama administration has deepened ties with Beijing, and sees the military exchanges as mitigating the risk of U.S. forces tangling with China's in East Asia and the West Pacific. Since May, the U.S. joint chief of staff and his Chinese counterparts have visited each other.

U.S. arms sales to Taiwan have been spurred by Beijing's rapid military buildup and come amid friction over territorial disputes in the South China Sea that have prompted countries such as Vietnam and the Philippines to strengthen their military ties with the U.S.

An editorial Wednesday in the Communist Party's official People's Daily said such moves by the countries were a vestige of "Cold War thinking" that could exacerbate tensions ? combining declarations of peaceful intent with warnings not to underestimate China's determination to defend its claims.

"Some countries think all they need do is draw the support of American military strength to counter China and then do whatever they like," the newspaper said, without naming the countries.

Over the last year, Congressional Republicans have consistently invoked them as a hex of sorts against any proposal to raise new tax revenue. "I am not for raising taxes in a recession," Eric Cantor declared last November, when the Bush tax cuts were a bargaining chip in the protracted budget debate, "especially when it comes to the job creators that we need so desperately to start creating jobs again."

Ten months, no new taxes, and one debt ceiling crisis later, Cantor said the same thing last week in response to the president's jobs bill: "I sure hope that the president is not suggesting that we pay for his proposals with a massive tax increase at the end of 2012 on job creators that we're actually counting on to reduce unemployment." Given that 44 percent of the nation's unemployed have been without work for at least six months and more Americans are living below the poverty line than at any time in the last 50 years, one marvels at Cantor's faith in the truant "job creators" as well as his forbearance in the face of human misery. To the jobless, he is counseling the patience of Job.

But who exactly are these "job creators?" The phrase is not new. Republicans have been using it for years to underscore a particular vision of capitalism in which those who have benefitted most by the system are also most essential to its continued success. As long ago as 1991, Newt Gingrich characterized Democratic opposition to a cut in the capital gains tax as evidence that liberals reject this vision. "They hate job creators," he told a gathering of Senate Republicans, "they're envious of job creators. They want to punish job creators." With no apparent sense of irony, Gingrich added this was proof liberals "believe in class warfare."

A more telling example for our current political impasse is the debate over the 1993 Clinton budget plan, which aimed to cut the deficit by, among other things, raising the top income tax rate. Congressional Republicans fought the bill tooth and nail, no one more so than former Texas Senator Phil Gramm. On the eve of its passage, he expressed the hope that the bill would "defy history" and prove that "raising taxes on job creators can promote investment and promote job creation." Gramm, of course, did not think this was very likely to happen. "Only in Cuba and in North Korea and in Washington, D.C., does anybody believe that today," he said, "but perhaps the whole world is wrong."

Hindsight suggests that the world wasn't wrong so much as Phil Gramm, along with every other Republican member of Congress. Not one of them voted for the bill, which cleared the House by only two votes and required Al Gore's tie-breaking vote in the Senate. While higher taxes on the "job creators" proved no obvious hurdle to economic growth ? the economy grew for 116 consecutive months, the most in U.S. history ? it did cut the deficit from $290 billion when Clinton took office to $22 billion by 1997 and helped put the country on a projected path to paying off the national debt by 2012.

So much for ancient history. If the term "job creators" is no new addition to the lexicon of American politics, it has enjoyed quite a renaissance since President Obama took office. A Lexis-Nexis search of U.S. newspapers and wire services turns up 1,082 individual mentions of "job creators" in the month before the debt ceiling deal was reached, or just 175 fewer mentions than for George W. Bush's entire second term.

Jon Stewart, for one, did not fail to notice the uptick. "Republicans are no longer allowed to say that people are rich," he noted during the deficit ceiling debate, "You have to refer to them as ?job creators.'" Stewart's observation is funny only to the extent to which you believe that saying you're a member of the top tax bracket and saying that you create jobs is not an obvious redundancy. If you believe, however, that the cast of "Jersey Shore" has just as much claim to being called "job creators" as Bill Gates or Steve Jobs, then Stewart's joke not only falls flat, but misses the point. The wealthy are the "job creators," whether or not they spend their time actually trying to create jobs.

The problem, of course, with upholding a definition of "job creators" that does not turn on the dedicated effort to create jobs is that it becomes hard to figure out what distinguishes the "job creators," as a group, from everyone else ? at least beyond their relative wealth. All Americans spend, save, and invest in varying degrees; most just do so with a lot less money.

In this light, the "jobs creators" rhetoric highlights a theory of capitalism in which those at the very top of the economic pyramid end up supporting the base. We might call this theory the Visible Hand of Capitalism in order to distinguish it from Adam Smith's Invisible Hand. In "The Wealth of Nations," he famously located the enduring success of capitalism in an increasingly complex system of work and exchange that sees "the assistance and co-operation of many thousands." In such a society, no single group can be meaningfully called the "job creators." They are as much the managers of capital as the men on the factory line.

As an intellectual matter, the Visible Hand of Capitalism has enjoyed support from figures as disparate as Destutt de Tracy, the French philosopher and economist whom Thomas Jefferson championed, to the steel baron and indefatigable philanthropist, Andrew Carnegie. As a rhetorical matter, however, the phrase "job creators" appears to come directly from the work of Ayn Rand. She favored the term "creators" to describe an elite caste in society and her highest human ideal.

John Boehner made reference to "Atlas Shrugged," Rand's most famous novel, in a speech he gave recently to the Economic Club of Washington, D.C. "Job creators in America are essentially on strike," he said, in an obvious nod to the decision by the "creators" in the novel to go on strike in defiance of an intrusive federal government. The nation immediately begins to falter, and the books concludes with its hero, John Galt, giving a marathon address in which he explains to the rest of the country why America is crumbling. The nation, in brief, has scared away the very people who keep the economy working, leaving behind those who are ill-equipped to fend for themselves.? Describing the economic and social theory underpinning this vision, Galt says:

In proportion to the mental energy he spent, the man who creates a new invention receives but a small percentage of his value in terms of material payment, no matter what fortune he makes, no matter what millions he earns. But the man who works as a janitor in the factory producing that invention, receives an enormous payment in proportion to the mental effort that his job requires of him. And the same is true of all men between, on all levels of ambition and ability. The man at the top of the intellectual pyramid contributes the most to all those below him, but gets nothing except his material payment, receiving no intellectual bonus from others to add to the value of his time. The man at the bottom who, left to himself, would starve in his hopeless ineptitude, contributes nothing to those above him, but receives the bonus of all of their brains.

For all that it lacks in human decency, Rand's vision of who makes capitalism work at least has the advantage of isolating a group of people who actually create something. By contrast, the current "job creators" rhetoric seems to elevate a group of people whose shared tax bracket is their only outstanding trait.

As the debate over the president's jobs bill takes shape, the "job creators" rhetoric is certainly deserving of a little more scrutiny, especially by those who don't qualify for the distinction. Otherwise, they might as well accept the judgment of a far greater authority than even John Galt:

(AP) ? After a largely amicable first round of public hearings into a proposed Canada-to-Texas oil pipeline, officials from the U.S. State Department could encounter much fiercer resistance Tuesday during a listening session in Nebraska.

Environmentalists and some landowners planned to rally outside the Pershing Center near the state Capitol in Lincoln. There is growing concern in the deeply conservative state about the pipeline's effect on the Ogallala Aquifer, a vast subterranean reservoir that spans a large swath of the Great Plains and provides water to eight states.

Labor unions and business groups in Nebraska were lining up advocates to speak in favor of the project.

More than 500 people packed a meeting Monday evening in the Southeast Texas refinery town of Port Arthur to discuss the project. Most of the more than 100 speakers spoke in favor of the Keystone XL pipeline, arguing it would create thousands of much needed jobs, increase national security by lessening the country's demand on oil from countries that may not be friendly to the U.S.

Many at the meeting wore T-shirts with slogans in favor of the pipeline. Slogans included, "Keystone XL Pipeline Means Jobs" and "Build Keystone XL Now." Supporters of the pipeline often cheered after one of them spoke and sometimes booed those who spoke against it.

Robert Turner, owner of a Chevy dealership in the nearby town of Nederland, said the thousands of jobs the project is expected to create would be a much needed boost to not just the local and national economy.

"I think this country needs something to get behind. We need hope in this country," he said. "You will send a signal to the people who don't have a job that they may get a job."

Earlier Monday, 200 people attended a meeting in Topeka, Kan., with many environmentalists speaking against the pipeline, claiming it would move a "dirtier" and "environmentally" devastating form of energy" from Canada through six U.S. states before ending up in Port Arthur on the Texas coast.

Rabbi Moti Rieber, coordinator of the Kansas Interfaith Power & Light, said he and others in his coalition disagreed with the State Department's report, which said there are unlikely to be any serious environmental problems with the proposed 1,700-mile pipeline.

"An energy policy that moves the nation toward an even dirtier form of oil and involves such devastation of God's creation represents a profound moral failure," Rieber said.

About 40 protesters organized by the National Wildlife Federation marched outside the hall during a break in the Topeka meeting. They chanted and carried signs saying, "Stop Keystone XL." About a dozen supporters also gathered with signs that read: "We support Keystone XL."

David Barnett, financial secretary for the Pipeliners Union 798, of Tulsa, Okla., said losing the pipeline would cost his members "up in the millions of dollars" in paychecks.

The pipeline, by Calgary-based TransCanada, would move tar sands oil from Alberta, Canada, and hook up the company' existing pipelines and move oil to Oklahoma and the Gulf of Mexico.

TransCanada has said the pipeline would mean tens of thousands of U.S. jobs and more energy security for the country and that claims of environmental dangers from the project are "overheated rhetoric."

Other meetings have been scheduled this week in Montana, South Dakota, and Oklahoma. Officials from the State Department said it would use the input collected during the week to inform its decision.

The State Department, which has to approve the pipeline because it would cross the U.S.-Canada border, is expected to decide by the end of the year.

The cracks began showing a year ago at a Washington D.C. town hall meeting when Velma Hart, a concerned middle-class African American mother, veteran and supporter dropped a verbal bombshell on the president. "I'm exhausted. I'm exhausted of defending you, your administration, defending the mantle of change that I voted for and deeply disappointed with where we are right now."

Since then, according to the Bureau of Labor Statistics unemployment among African Americans has risen to nearly twice the national average and leaders of the Congressional Black Caucus (CBC) are fed up.

"We've had it," said Michigan Democrat Rep. John Conyers at a House "Out of Poverty Caucus" press conference in July and he called on Americans to march on the White House.

"If Bill Clinton had been in the White House and had failed to address this problem," CBC Chairman Rep. Emanuel Cleaver of Missouri," told the Miami Herald, "we probably would be marching on the White House."

Speaking at a town hall in Detroit hosted by the CBC in August, California Democrat Rep. Maxine Waters said, "we're tired, ya'll." But she admitted being too afraid to "go after the president too hard" out of fear that African American community would turn on them. She pleaded with them to "unleash" her and to tell her "it's all right" to go after him.

Speaking at the CBC annual awards dinner on Saturday in Washington, the president essentially told Waters and the rest of the CBC to shut up and get back in line.

"Take off your bedroom slippers," he ordered them. "Put on your marching shoes. Shake it off. Stop complainin'. Stop grumblin'. Stop cryin'. We are going to press on. We have work to do."

While his remarks drew applause at the moment, Maxine Waters had a few thoughts to share once the weight of the insult sank in.

"I found that language a bit curious," Waters told CBS on Monday, wondering why the president would single out African Americans for rebuke when they are simply one of many demographics who have the nerve to criticize him. She wondered why Obama didn't slap Hispanics for pushing him on immigration or the gay and lesbian community for their push to repeal Don't Ask, Don't Tell.

The tea party revolution put their marching shoes on long ago. But they were dismissed as racists. Now that the parade of hope and change discontent is being joined by those who believed most it has become clear that folks like Velma Hart have finally been given an answer to that query of whether or not this is also their "new reality." The streamlined SWYP (See What You Print) has a pretty striking design -- for a printer. The paper tray even folds away flush on top of the touchscreen in a very (very!) familar way. That contraption shown above would be able to connect directly to your camera or phone, foregoing the PC step with editing and collating all done on-screen; there's even an augmented reality interface that visualizes ink levels and those inevitable printer woes. At present, these guys aren't gunning to take out the only thing HP hasn't flubbed lately, but hopefully the glossy concept vid after the break will tide you over till commercialization (prayerfully) hits.

Interesting observation of an increasingly common disease, the diagnosis of celiac disease increased. Today, more people sick from it, because the affected products gluten ? a recent study found that up to five times the number of celiac patients are now as in 1950.

Experts warn that if you suspect that celiac disease does not limit the intake of gluten, without being tested first. If you do, it will be done later influence on the accuracy of the diagnosis of celiac disease, and because the disease is difficult to diagnose (symptoms similar to other diseases) that you want to have every advantage when it comes to diagnosis. 2 Filipino maids for Gadhafi relative return home (AP)

MANILA, Philippines ? Two Filipino maids returned home Saturday after making a daring escape from their employer in Libya, a relative of ousted leader Moammar Gadhafi.

Diana Jill Rivera and Mary Ann Ducos told reporters that they feared for their lives after the Libyan uprising started early this year and especially after rebel forces ransacked the residence of their employer in Tariq Matar.

Rivera said they slipped out of the house wearing only pajamas and socks at dawn Monday and ran to a waiting Philippine Embassy car while their employer was asleep.

She said they made secret calls to a Philippine diplomat from a toilet in the house to arrange their rescue. The embassy officer later took them to Tunisia.

Rivera, 30, and Ducos, 29, worked for a year for the daughter of a Gadhafi nephew whom they identified as Shariff Sahal, who fled to Tunisia a month earlier.

Philippine labor attache Nasser Mustafa said the plan was to rescue the two on Thursday, but he moved it ahead because of a deterioration of the security situation after rebel forces raided the residence on Sunday.

The rebels ransacked the home and took away the family's 10 vehicles as well as most of the personal belongings of the two Filipinos, he said.

Rivera said she and Ducos rehearsed repeatedly how to slip out undetected, secretly practicing how to open the main door without making any sound.

"We were just in our pajamas, we wore no shoes, and we brought nothing with us," she said. "We were so fearful we would be discovered. When we opened the gate, we just ran out and hid among the trees."

He said only about 2,230 of the 26,000 Filipinos who were working in Libya before the uprising still remain there.

As a Tucsonan, (well, I was born in New York and moved here when I was 4 so that is as close as you get) I have always been interested in answering these questions. GTL?s mission is to inspire, develop, identify and promote leadership in greater Tucson. GTL is greatly supported by the Tucson community, including distinguished individuals such as Mayor Walkup, from both Tucson?s private and public sectors.

Essentially, GTL puts together a class of uniquely qualified Tucsonans who desire to become leaders in Tucson. GTL?s ten month leadership program goals are:

  1. to engage in relevant community and regional issues
  2. to connect and engage with political, community and cultural leaders
  3. to encourage each participant to implement a community and individual leadership practice

Tucson Young Professionals

Tucson Young ProfessionalsTucson Young Professionals (TYP) is a group of young business and community leaders focused on the promotion, attraction and retention of young professionals in Tucson. TYP is engaged in finding a young professional voice to re-energize Tucson.

TYP is well known for their First Friday (FF) events. As the name implies, these events occur on the first Friday of every month. First Friday?s are a place for Tucson?s young professional crowd to gather and simultaneously enjoy local art, music and food. ?Each FF provides an opportunity for its patrons to leave their casual-wear at home, don more formal apparel, and delight in various local talents.

On a personal note, I have had a wonderful time at both the GTL retreat, government day and meeting the members of TYP. Both of these organizations have assisted in honing Nuanced Media?s mission and passion.

Based on these interactions Nuanced Media?s new mission statement is ?To assist organizations in increasing online visibility, professionalism and connectivity.? These 3 attributes are very important for any professional entity and are especially important for the greater Tucson community. Nuanced?s vision is to make this as positive of an experience as possible for these individuals. House GOP regroups after loss on spending bill (AP)

WASHINGTON ? House GOP leaders are regrouping after a surprise loss on a measure to provide $3.7 billion for disaster relief and prevent a government shutdown at the end of next week.

Wednesday's 230-195 defeat came at the hands of Democrats and tea party Republicans.

Now the question confronting GOP leaders like Speaker John Boehner of Ohio is whether to push the legislation to the left or the right in hopes of passing it through the House and reaching agreement with the Democratic Senate before disaster aid runs out for victims of Hurricane Irene and other disaster early next week.

Before Wednesday's loss, the House GOP seemed likely to score a win over Senate Democrats pressing a larger aid package.

The House demise of the measure was caused by Democrats opposed to $1.5 billion in cuts to a government loan program to help car companies build fuel-efficient vehicles. On the other side, almost 50 GOP conservatives felt the underlying bill permits spending at too high a rate.

The defeat appears to give Democrats greater leverage in stripping the cut to the carmaker subsidy and could lead to a deal with Senate Democrats on a larger disaster aid package.

Boehner and his leadership team are back at the drawing board as they seek to make sure the government doesn't shut down on Sept. 30, the end of this fiscal year. More immediate is the risk that the government's main disaster relief program could run out of money by Tuesday or so.

One option is to find a different spending cut to offset $1 billion worth of immediate disaster aid needed to make sure victims aren't cut off next week.

The Federal Emergency Management Agency has only a few days' worth of aid remaining in its disaster relief fund, lawmakers said. The agency already has held up thousands of longer-term rebuilding projects ? repairs to sewer systems, parks, roads and bridges, for example ? to conserve money to provide emergency relief to victims of recent disasters.

The looming shortage has been apparent for months, and the Obama White House was slow to request additional money.

The underlying stopgap funding measure would finance the government through Nov. 18 to give lawmakers more time to try to reach agreement on the 12 unfinished spending bills needed to run government agencies on a day-to-day basis for the 2012 budget year.

Forty-eight Republican broke with GOP leaders on the vote; six Democrats voted for the measure. Some of the Republicans came from manufacturing states like Michigan, which benefit from the carmaker loan program.

The underlying stopgap measure was opposed by conservative Republicans unhappy with the spending rates set by the measure, which are in line with levels set by last month's budget and debt pact with President Barack Obama. That measure provides about 2 percent more money for Cabinet agency budgets than Republicans proposed when passing a nonbinding budget plan in April. More than 50 Republicans recently wrote to Boehner calling on him to stick to the earlier GOP budget.

Senate Democrats, who muscled through a stand-alone $6.9 billion disaster aid measure last week, called upon House GOP leaders to add additional disaster funding to whatever future stopgap measure rises from the rubble of Wednesday's vote. Unless Congress passes stopgap legislation by midnight on Sept. 30, much of the government will shut down.

"Consider making the disaster relief more robust" in the next bill, said Sen. Mary Landrieu, D-La. "Please talk to the Democrats."

Landrieu said FEMA Director Craig Fugate told her Wednesday that the agency's disaster relief fund may run dry Tuesday. That would mean that there's no money to provide shelter, cash assistance or other help to victims of Irene, thousands of fires across Texas and flooding in Northeastern states.
