Anthropologist Elinor Ochs and her colleagues at the University of California, Los Angeles have studied family life as far away as Samoa and the Peruvian Amazon region, but for the last decade they have focused on a society closer to home: the American middle class. Why do American children depend on their parents to do things for them that they are capable of doing for themselves? How do U.S. working parents? views of ?family time? affect their stress levels? These are just two of the questions that researchers at UCLA?s Center on Everyday Lives of Families, or CELF, are trying to answer in their work.

By studying families at home?or, as the scientists say, ?in vivo??rather than in a lab, they hope to better grasp how families with two working parents balance child care, household duties and career, and how this balance affects their health and well-being.

?

The center, which also includes sociologists, psychologists and archeologists, wants to understand ?what the middle class thought, felt and what they did,? says Dr. Ochs. The researchers plan to publish two books this year on their work, and say they hope the findings may help families become closer and healthier.

Ten years ago, the UCLA team recorded video for a week of nearly every moment at home in the lives of 32 Southern California families. They have been picking apart the footage ever since, scrutinizing behavior, comments and even their refrigerators?s contents for clues.

?

The families, recruited primarily through ads, owned their own homes and had two or three children, at least one of whom was between 7 and 12 years old. About a third of the families had at least one nonwhite member, and two were headed by same-sex couples. Each family was filmed by two cameras and watched all day by at least three observers.

?

Among the findings: The families had very a child-centered focus, which may help explain the ?dependency dilemma? seen among American middle-class families, says Dr. Ochs. Parents intend to develop their children?s independence, yet raise them to be relatively dependent, even when the kids have the skills to act on their own, she says.

?

In addition, these parents tended to have a very specific, idealized way of thinking about family time, says Tami Kremer-Sadlik, a former CELF research director who is now the director of programs for the division of social sciences at UCLA. These ideals appeared to generate guilt when work intruded on family life, and left parents feeling pressured to create perfect time together. The researchers noted that the presence of the observers may have altered some of the families? behavior.

?

How kids develop moral responsibility is an area of focus for the researchers. Dr. Ochs, who began her career in far-off regions of the world studying the concept of ?baby talk,? noticed that American children seemed relatively helpless compared with those in other cultures she and colleagues had observed.

?

In those cultures, young children were expected to contribute substantially to the community, says Dr. Ochs. Children in Samoa serve food to their elders, waiting patiently in front of them before they eat, as shown in one video snippet. Another video clip shows a girl around 5 years of age in Peru?s Amazon region climbing a tall tree to harvest papaya, and helping haul logs thicker than her leg to stoke a fire.

?

By contrast, the U.S. videos showed Los Angeles parents focusing more on the children, using simplified talk with them, doing most of the housework and intervening quickly when the kids had trouble completing a task.

?

In 22 of 30 families, children frequently ignored or resisted appeals to help, according to a study published in the journal Ethos in 2009. In the remaining eight families, the children weren?t asked to do much. In some cases, the children routinely asked the parents to do tasks, like getting them silverware. ?How am I supposed to cut my food?? Dr. Ochs recalls one girl asking her parents.

?

Asking children to do a task led to much negotiation, and when parents asked, it sounded often like they were asking a favor, not making a demand, researchers said. Parents interviewed about their behavior said it was often too much trouble to ask.

?

For instance, one exchange caught on video shows an 8-year-old named Ben sprawled out on a couch near the front door, lifting his white, high-top sneaker to his father, the shoe laced. ?Dad, untie my shoe,? he pleads. His father says Ben needs to say ?please.?

?

?Please untie my shoe,? says the child in an identical tone as before. After his father hands the shoe back to him, Ben says, ?Please put my shoe on and tie it,? and his father obliges.

?

Ben?s next words: ?Please get my coat from the closet.? Then his father says that Ben should get it himself.

?

?Isn?t that amazing?? says Dr. Ochs. ?It?s only after he escalates that the dad asks him to do something for himself.?

?

It isn?t that the kids were unable to do the tasks or that their parents didn?t express a need for help, say the researchers. Rather, the studied children didn?t seem to view it as their routine responsibility to contribute, the researchers say.

?

In about 75% of the families, the mothers came home first and began to ?gyrate? through the house, bouncing between the kids and their homework, groceries, dinner and laundry, according to the group?s analysis published in the Journal of Family Psychology in 2009. When the fathers came home, 86% of the time at least one child didn?t pay attention to him.

Rarely has?a Blog received as delightful a batch of letters as those sent recently by Brittany Stanzel, a fourth-grade teacher at McSwain Elementary School, in Staunton, Virginia, on behalf of her students.

The 9- and 10-year-olds weighed in on whether they feel that American kids are overly dependent on their parents to do things that they are able to do for themselves. That theme?that has been observed by researchers from UCLA?s Center on Everyday Lives of Families, as reported above.

Stanzel has given permission to quote from the letters. Here are some snippets from the pens, er, computers, of the students themselves. (They have only been edited for space.)

Some say that indeed American kids are too dependent on their parents:

Cord: ?Kids are unnecessarily dependant on their parents, because kids learn not to do anything.? Some kids even bully their parents, once I actually told my parents to clean up my drink.? I feel very guilty, what I?m trying to say is kid?s need to be responsible for themselves.?

Alice: ?I always ask my dad to get me a snack when I am perfectly capable of getting my own bag of chips and a Gatorade.? Sometimes, I don?t make my bed and my mom will do it for me.? The article really made me think of the way I behave.?

Taeshon: ?My life is kind of like that.? When I can make my own peanut butter and jelly sandwich, I sometimes make my mom do it.? I think kids need to be problem solvers.?

Sarah: ?Yes, I think that American children are unnecessarily dependent. Why you may ask? Because they are lazy bums to their parents, I can be too. Our parents work, and work. I will do stuff my mom or dad ask me. But I will ask them stuff that I could have done easily. I think some American children are lazy, and can?t do anything.?

On the flip side, several of the kids disagreed and also pointed out that the results from one sample of kids shouldn?t be generalized to all children.

Sydney: ?I think that maybe it was just the people you interviewed that depended on their parents too much.? Maybe if you interviewed some other people you would come to a different conclusion.? Maybe the kid?s parents let them act like that.?

Anna Maria: ?You did find kids who did not behave; but those kids might be spoiled, or they might not have been raised the right way. If you and the anthropologists want to see good kids with good behavior, then you should observe me and my friends.?

Carter: ?Some American kids actually do what they want and they do it themselves.?? Like me, I wake up at 7:30 and I fix my lunch and breakfast.? I even walk to school. I don?t sit back and relax.? I don?t make my mom do my work.? I think kids that are independent on their own are smart.?

Stanzel writes that ?many of the students have discussed the article/issue with their parents.? Some parents believe their children are independent already.? Others have seen an improvement since we have written to you. Carter has been making his own breakfast more often and Taeshon?s parents have said that he is helping out with household tasks more than before.?

?

?The kids are oblivious to their parents? perspectives,? says Dr. Ochs.

?

The researchers theorize that stems from a tendency in U.S. society to adapt to and focus on the children, rather than teaching children to focus on others. And, Americans tend to encourage children to pay attention to objects more than faces, emphasizing colors and shapes, for instance, over people, says Dr. Ochs. In Samoa, children are expected to be attentive to others from a very young age, and parents stress focusing on facial expressions, says Dr. Ochs.

?

Researchers are also examining how U.S. parents view family life and work. Parents tended to describe a ?very prescribed way of being together,? says Dr. Kremer-Sadlik.

?

They commonly used terms like ?family night,? ?family movie,? or ?family breakfast,? and it was understood that the activity was meant to be child-focused time and not include others outside the family. This same vision of ?family time? wasn?t seen in Italian families, for instance, the researchers found in work published in the journal Time and Society in 2007.

?

This structured and idealized way of being together appears to pressure parents to achieve these moments and also avoid another instances that might ruin it, like a child?s temper tantrum.

?We wanted to highlight to parents that they have a lot of other opportunities for this family time,? when they can feel united, supported and connected, says Dr. Kremer-Sadlik.

Tropical storm Bud lashes Mexico

Tropical Storm Bud lashed the west coast of Mexico late on Friday, but this year?s first serious eastern Pacific storm was rapidly losing strength, giving Mexican emergency officials some respite.

However, a new storm named Beryl has formed in the Atlantic, threatening to disrupt the plans of thousands of US beachgoers taking advantage of the long Memorial Day weekend.

Mexican authorities breathed a sigh of relief as Bud displayed weaker wind gusts and lower swells than expected.

Overnight, the storm moved about 155km west-northwest of the port city of Manzanillo, according to the Miami-based National Hurricane Center (NHC). It was creeping northward at 11kph, packing maximum sustained winds of 95kph.

?Additional rapid weakening is forecast,? the NHC said. ?And Bud [was] expected to weaken to a tropical depression[yesterday].?

The weakening notwithstanding, emergency officials had alerted residents and prepared shelters as Bud ? which briefly intensified to a Category 3 storm on the five-level Saffir-Simpson scale ? made its approach.

?We are on alert, we are preparing some 120 shelters in the coastal towns,? Colima civil protection chief Melchor Urusua said.

The Mexican government discontinued a hurricane warning along the central Pacific coastline from Manzanillo to Cabo Corrientes, downgrading it to a tropical storm warning.

A tropical storm watch was in effect for the coast from north of Cabo Corrientes to San Blas.

The eye of the storm was expected to move near land overnight from Friday to yesterday before taking a gradual turn toward the southwest away from the coast today, according to the NHC.

Tropical storm conditions were already affecting part of the coastline.

Bud is expected to drop up to 25cm of rain in the Mexican coastal states of Michoacan, Colima, Jalisco and southern Nayarit, with up to 38cm in isolated areas.

This rainfall could produce ?life-threatening? flash floods and mudslides, the NHC said.

Mexican authorities have formed a task force in Jalisco, which includes 31 all-terrain vehicles and two helicopters to deal with emergency situations as well as deliver water and emergency food supplies to towns and villages that might be cut off by flooding

?A storm surge is expected to produce coastal flooding,? the NHC warned. ?The surge will be accompanied by large and damaging waves.? The center also said that swells generated by Bud could also produce dangerous, even ?life-threatening? surf and rip current conditions.

However, as Mexico appeared to have dodged the bullet, a new subtropical storm named Beryl formed in the Atlantic off the coast of South Carolina. Beryl, which was located 490km east of Charleston, South Carolina, was moving north at 15kph, the Miami-based center said.

Mexico's Michel Franco wins top prize in Cannes' Un Certain Regard sidebar for 'After Lucia'

"After Lucia" by Mexican director Michel Franco has won the top prize in the Cannes Film Festival's sidebar competition, Un Certain Regard.

It was chosen Saturday from a slate of 20 films by a jury headed by British actor Tim Roth.

Un Certain Regard focuses on new and emerging filmmakers.

The jury gave second prize to French film "Le Grand Soir" by Benoit Delepine and Gustave Kervern, and a "special distinction" citation to Bosnian film "Djeca" ("Children of Sarajevo") by Aida Begic.

Twenty-two films from around the world are competing for prizes in the festival's main competition. Winners will be announced Sunday.

Favorites for the top prize, the Palme d'Or, include Michael Haneke's "Amour" and Christian Mungiu's "Beyond the Hills."

Hurricane Bud threatens Mexico's Pacific coast

Hurricane Bud, the first Pacific hurricane in the 2012 season, strengthened into a major Category 3 storm on Thursday as it headed toward Mexico's coast, the U.S. National Hurricane Center said.

With maximum sustained winds of 115 mph, Bud is threatening heavy rains and a storm surge around the port city of Manzanillo, the Miami-based center said.

Mexico has no significant oil installations on the Pacific coast, but Bud could hit near the popular tourist town of Puerto Vallarta. The hurricane is expected to weaken before making landfall on Friday.

"Some fluctuations in strength are possible tonight and Friday morning before gradual weakening begins by Friday afternoon. However, Bud is still expected to reach the coast of Mexico as a hurricane," the center said in an advisory.

On Thursday night, Bud was located about 170 miles southwest of Manzanillo, home to Mexico's largest Pacific port, and moving north-northeast at around 10 mph.

Mexico's government issued a hurricane watch along the coast from Punta San Telmo to Cabo Corrientes.

The hurricane is expected to soak the states of Michoacan, Colima and Jalisco and southern Nayarit with around 5 to 8 inches of rain.

In some places, the storm could dump as much as 12 inches of rain, raising the alert for life-threatening flash floods and landslides, the center said. "Preparations to protect life and property should be rushed to completion," it said.

All Mexican ports on the Pacific coast remained open on Thursday afternoon including Manzanillo, where the transport ministry said the weather was calm with cloudy skies.

Most of Mexico's oil platforms and exporting ports are in the Gulf of Mexico and affected by storms in the Atlantic, where forecasters are expecting a "near normal" hurricane season this year with up to 15 tropical storms and four to eight hurricanes.

Wade scores 41, Heat eliminate Pacers 105-93

INDIANAPOLIS (AP) ? Miami's Big Two was more than enough to finish off the Indiana Pacers.

Dwyane Wade and LeBron James turned around a season on the brink with perhaps the most remarkable week of their high-powered partnership, capped off by a 105-93 victory in Game 6 Thursday night that sent the Heat back to the Eastern Conference finals.

Wade scored 41 points, James had 28 and Miami wrapped up the series 4-2, advancing to face either Boston or Philadelphia.

But this was about more than one game.

This was a dazzling trilogy, Wade and James taking control when the Heat were down and looked like they might be out.

"In the regular season, we've had some good games," Wade said. "But I don't know if we've ever had three in a row like that in the playoffs."

Seven days earlier, Miami trailed 2-1 in the series after getting routed 94-75 in Indianapolis. The fired-up Pacers had another game on their home court and a chance to build a commanding lead.

Instead, the Big Three-Turned-Two took over.

With Chris Bosh sidelined by an abdominal injury, James and Wade soared to new heights in their two-man game. Over the course of three dazzling games, James scored 98 points, grabbed 34 rebounds and dished out 24 assists. Wade had 99 points, 22 rebounds and 11 assists.

"Ever since Game 3, they've played at such a high level," Indiana coach Frank Vogel said. "I don't know if anybody can beat them."

Next up, either the Celtics or 76ers in a series that starts Monday in Miami. Of course, nothing less than an NBA title will make for a satisfying summer in South Beach.

Two series down, two to go.

The Heat rallied from an early 11-point deficit, riding the hot hand of Wade in the opening half. He scored 26 points by the break, tying Tim Hardaway's 16-year-old franchise record for most playoff points in the first two quarters. James hit consecutive baskets with just over a minute remaining to close it out.

"We understand that when Chris went out, we had to step up," Wade said. "The team looked to us to lead."

The banged-up Heat will get a chance to relax a couple of days before worrying about the next opponent, which will be determined in Game 7 at Boston on Saturday.

Bosh hopes to return at some point, but it might not matter.

Not the way Wade and James are playing.

"Chris Bosh is an awesome basketball player, but when he goes down, that just means more touches for LeBron and Wade," Vogel said. "That's not exactly an advantage."

David West led Indiana with 24 points and all five starters were in double figures. But that balance was overwhelmed by Wade and James.

In a game of spurts, the decisive one came in the closing minutes of the third quarter.

The Pacers tied it at 66 on Darren Collison's 3-pointer, but it was all Heat the rest of the period. They closed on a 13-3 run, capped by Mario Chalmers' buzzer-beating 3 from the corner. Wade, who was on the bench getting his customary breather at the end of the quarter, leaped from his seat as the ball left Chalmers' hand at the far end, raced along the baseline and pumped his fist when it swished.

When Chalmers raced toward the Miami bench, Wade greeted him near the free throw line with a low-five.

"We just had a bad stretch," West said. "They got us in the third quarter."

Cheerleading aside, D-Wade did his best work while in the game. He dropped 11-of-16 shooting on the Pacers in the first half, but also made sure the MVP stayed involved, dishing off a behind-the-back pass to James for a thunderous jam.

"They're too good. They capitalize on your mistakes," West said. "We were too loose with the ball. They pressure you all over the place."

Indiana clamped down a bit on Wade after halftime, but he still managed perhaps his most jaw-dropping basket. Darting into the lane, he threw up a wild-looking, one-handed shot that looked like it might go over the backboard, only to catch the top of the glass and drop through, barely touching the twine.

There was none of the nastiness that marked Game 5, when a bunch of flagrant fouls resulted in suspensions for two Miami players, co-captain Udonis Haslem and backup center Dexter Pittman. Pacers president Larry Bird was so disgusted with his team's performance in a 95-86 loss that he accused them of going "soft."

Toughness wasn't the problem this time. This was merely a Miami team on a mission, a mission that began in the summer of 2010 when the Heat signed James and Bosh to join Wade in a seemingly unbeatable trio. There was a glitzy introduction and predictions of multiple championships, which left the rest of the league seething and plenty of people cheering when Miami was knocked off in the NBA finals by the Dallas Mavericks last season.

Shaking off that disappointment, James had perhaps his greatest season yet. But it was Wade who took control in the decisive game against the Pacers, delivering one final blow when he split West and George Hill, banking in the shot despite taking a knee from Hill that sent the Heat guard tumbling to the court.

"We just didn't have enough yet," Vogel said, "but we'll be back."

Chalmers finished with 15 points, while Mike Miller stepped up to provide some quality minutes, scoring 12 points on four 3-pointers to help fill the void without Haslem, Pittman and Bosh.

When Miller wasn't in the game, he stretched out along the baseline to cope with his various aches and pains, more comfortable that way than sitting in a chair. When coach Erik Spoelstra called his number, Miller summoned several of his teammates to help lift him up.

"He might be the toughest guy on the team," Wade said.

The Pacers started out like they were intent on sending the series back to Miami for a decisive game that surely would have had all of South Florida on edge.

West knocked down a short jumper right off the tip, Danny Granger stuffed one off a fast break, and the Pacers had their yellow-clad fans in a tizzy when Granger connected on a 3-pointer to make it 13-3 before the game was 5 minutes old. Another basket by Granger, this one a turnaround jumper, gave the Pacers their biggest lead at 19-8.

But Miami wasn't going to roll over that easy. Miller made the first of his 3s in the closing seconds of the first quarter, and Wade took over from there. He started the period by banking in a 12-footer, then made another short jumper to leave the crowd stirring uneasily. Miller followed with another 3 ? and just like that, it was all tied up.

Yet another 3 by Miller, this one a good 5 feet beyond the arc, gave Miami its biggest lead of the half, 41-35. Back came the Pacers, who went to the locker room with a 53-51 lead and hope of extending their season for at least one more game.

Turns out, they were down to their last half.

Notes: Indiana started 8-of-9 from the field, but went just 26-of-61 (43 percent) the rest of the way. ... The Heat held the Pacers to an average of less than 40 points in the second half over the last three games. ... Miami had only 10 turnovers, its fewest in the series.

Will the next iPhone have a 'widescreen' aspect ratio?

The only thing I hate more than realizing I'm out of popcorn is realizing that I'm out of popcorn while a heated debate about an Apple?rumor is occurring. The current topic of discussion? If the next iPhone will have a larger display and?? if so?? whether it will have a new "widescreen"?display resolution.

This time around, things got started when the folks at 9to5 Mac wrote that?they've heard ??via mysterious, unnamed sources ??that the next iPhone will?"sport a new, larger display that is 3.999 inches diagonally."?

While a 4-inch screen is something?many?prior reports have claimed, there's more to this new rumor. According to 9to5 Mac,?Apple will not only increase the size of the display, but also will be "adding pixels."?The new iPhone display resolution would be 640 x 1136 ??which is the same width, but?176 pixels longer than the current iPhone model's display:

The screen will be the same?1.9632?inches wide, but will grow to?3.484?inches tall. This new resolution is very close to a?16:9 screen ratio.

This new screen aspect?ratio, declared many tech writers, can't possibly?happen?? just think of the developers and how much they'd struggle to adjust all the graphics in their apps to account for not only more dots, but a different screen shape. (Generally,?previous rumors presumed that the screen size would expand from 3.5?inches to 4?inches without changing the current 640 x 960?screen resolution, so there would be no software issues.)?

KABUL, Afghanistan (AP) ? Two foreign doctors and their three Afghan colleagues have been kidnapped in a remote area in the extreme northeast Afghanistan, officials said Wednesday.

Abdul Maroof Rasikh, the spokesman for the governor of Badakhshan province, said it was unclear who kidnapped the five.

He said the kidnapping occurred on Tuesday as the group was traveling on horseback between Yaftal and Ragh districts about 90 kilometers (56 miles) from the provincial capital of Faizabad.

He says the five were employed by a nonprofit humanitarian organization. Neither the name of the organization nor the identities of the five abducted were released. Deputy Governor Shams Ul Rahman Shams also confirmed the kidnapping.

Meanwhile, the Afghan intelligence service said five insurgents were arrested Wednesday before they carried out a suicide attack along a main road leading to the capital's international airport.

The would-be bombers were in a minivan loaded with 560 kilograms (1,235 pounds) of explosives when they were stopped at a checkpoint just after noon, the National Directorate of Security said in a statement. It said it had acted on a tip that an attack may be carried out in Kabul.

The intelligence service said the foiled attack was meant as a protest against a NATO summit in Chicago last week that discussed the future of Afghanistan. At the summit, the United States and its NATO allies forged ahead with plans to close the largely stalemated conflict and withdraw combat troops by the end of 2014.

"The enemies of peace of peace and stability in Afghanistan had a plan react to the decisions of the Chicago conference and carry out a suicide attack on the airport road, but before the incident took place the NDS was able to arrest them," the statement from the National Directorate of Security said.

Also Wednesday, doctors in the northern province of Takhar reported what they described as case of mass hysteria at a girl's school in the provincial capital Taluqan. They said 125 students were brought to the main hospital complaining they were sick, while a small number were vomiting. All were discharged but five, who were not ill but were kept for observation.

"We couldn't find any poisoning, we couldn't find anything in the water or food or air. We think that someone was feeling sick and it caused mass hysteria. Everyone started screaming and running around," said Habib Ullah Rustaqi, director of the Takhar health department.

Takhar's deputy governor, Farid Zaki, said the local authorities could not figure out what cased the panic. "We couldn't find anything," he said.

Risk management plays a large part in investor confidence, so put any potential risk with the environment to rest now.

In the UK, forthcoming research suggests the individual employee costs businesses nationwide an additional ?6,500 on top of salary and tax. The invisible costs which are not taken in account are company subsidized business travel and energy used at work. Impetus must be focused on changing employee behavior so they treat energy usage at work as they would treat it at home.

Right here, right now: To avoid risk and falling foul of environmental legislations, understanding what is being used where is crucial to locate potential savings. Obama administration in new push to ratify sea treaty

WASHINGTON (Reuters) - A U.S. Navy surveillance vessel stumbled into a nerve-racking confrontation with five Chinese ships in 2009 while conducting ocean mapping operations in the South China Sea.

Chinese ships bent on enforcing Beijing's expansive view of its rights under the Law of the Sea Treaty tried to snare the USNS Impeccable's towed sonars with a grappling hook, U.S. officials said.

Some of the vessels darted into the Impeccable's path, forcing the unarmed civilian crew to take emergency evasive action to avoid collision, they said.

When the United States protested the dangerous actions and insisted that China was asserting maritime rights far in excess of those conferred by the 1982 treaty, Beijing's response was right to the point.

"They had a perfect reply," said Myron Nordquist, associate director of the Center for Oceans Law and Policy at the University of Virginia. "Who is the U.S. to come and tell us to abide by a treaty to which you are not a party?"

Thirty years after the global community negotiated the U.N. Convention on the Law of the Sea, the Obama administration, backed by senior military officials and business leaders, is making a new push to win U.S. Senate ratification of the treaty.

Supporters say the agreement would vastly expand U.S. control of resource-rich maritime regions off the coastal United States and give the military firmer footing to assert rights of navigation and overflight around the world.

"It's urgent that we move on this because American economic interests are very much at stake," said Senator John Kerry, head of the Senate Foreign Relations Committee, which takes up the treaty on Wednesday for the first time in five years.

ECONOMIC INTERESTS

"Other nations are moving to stake claims and to assert sovereignty in places that they perhaps shouldn't," he said, "and the United States needs to get off the dime and protect its economic interests."

Defense Secretary Leon Panetta and Secretary of State Hillary Clinton testify before the committee on Wednesday at the start of several months of hearings that Kerry said he believed would eventually lead lawmakers to ratify the treaty.

But critics, who have succeeded in blocking the accord since it first came to the Senate in the mid-1990s, said the United States stands to gain little beyond what it can already claim, while ceding some of its sovereignty to an international organization.

"When you view the pros and cons of the treaty, when you do the cost benefit analysis, the costs, the real costs are provable and supported by facts and law and logic whereas the supposed benefits are fairly conjectural," said Steven Groves, an analyst at the conservative Heritage Foundation think tank.

He said the treaty would expose the United States to lawsuits and siphon off billions of dollars in royalty payments to fund the bureaucracy associated with the convention.

But Kerry dismissed much of the criticism of the accord as "mythology" and said the treaty carried "enormous benefits." He said companies had told him they would not invest in seabed mining unless the treaty was ratified.

"We have major economic interests in various parts of the ocean," he said. "We can't lay a claim to them and protect them under the Law of the Sea because we're not a party to the Law of the Sea."

The treaty, which originated in negotiations in the 1950s, established 12 nautical mile territorial seas, as well as rights of navigation and overflight.

It also created 200 nautical mile exclusive economic zones that give the coastal states rights of development and exploitation of natural resources but ensure other countries the right of transit and overflight.

HOLDOUTS INCLUDE NORTH KOREA, IRAN

The agreement has been ratified by 162 countries, including all permanent members of the U.N. Security Council except the United States. Other countries that have yet to join the treaty include North Korea, Venezuela, Syria and Iran.

Proponents say the United States, because of its extensive coastline and large navy, stands to benefit more than most other countries by joining the treaty.

It would bring vast areas of the ocean under recognized U.S. control, and put the military's worldwide rights of transit and overflight on more stable legal ground, officials said.

"Treaty law makes the firmest legal foundation upon which to base our global presence - on, above and below the seas," Panetta told a recent forum.

The defense secretary also underscored the importance of the treaty in the context of the Pentagon's shift in strategic focus to the western Pacific, East Asia and Indian Ocean.

"By not acceding to the convention, we give up the strongest legal footing for our actions," Panetta said. "How can we argue that other nations must abide by international rules when we haven't officially accepted those rules ourselves?"

Kerry said the treaty could help resolve differences in maritime disputes in the Asia-Pacific before violence erupts.

"The United States will remain the world's pre-eminent power, but you don't want to resort to gunboat diplomacy for every issue," he said. "You'd like to have legal resources available to you. And this treaty gives it to you."
